User management
Create, edit, or deactivate system login accounts — username, email, role, linked employee, verified status.

HR modules
Define the permission modules available in the system, each mapping to a feature area (e.g. leave-panel, par_kpi).

HR role manager
Create named HR roles (e.g. "Leave Admin", "Recruiter") and assign specific module permissions to each.

HR access roles
Assign HR roles to individual users; a user's effective permissions are the union of all assigned roles.

Company configuration
Company name, logo, date format, fiscal year, email settings, leave policy defaults, and probation period.

Data conversion
Import historical employee data via CSV with a field-mapping wizard and validation before commit.
